Buffalo man charged with sexually attacking woman WAWARSING – State Police have charged a 31-year-old Buffalo man with first-degree rape for allegedly attacking a 21-year-old woman. Webster Wiggins, Jr. allegedly forcibly attacked the woman in the Town of Wawarsing. He was arraigned in Wawarsing Town Court and committed to the Ulster County Jail in lieu of $25,000 bail. State Police at Wawarsing were assisted in their investigation by the Erie County Department of Probation.
